Abstract

Topics on strategic planning have long been discussed in modern administrative studies since the 1960s. However, there is still a detailed and developing discussion that makes strategic planning a new terminology later in used. Elements discussed in the topic are also very much similar and indeed encouraged in Islamic viewpoint. The various conceptual discussions on planning has stimulated this writing to analyze what the practicality in Malaysia are with special focus on high education learning. Therefore, this paper will put forward some strategic planning elements based on the Qur’an, Sunnah and Islamic history. It is based on the ability of Islam in solving the current problems across the continent and Europe. In addition, this paper will also touch on aspects of the practice of planning efforts in the development of higher education in Malaysia. In higher education, the Ministry of Higher Education has introduced the National Higher Education Strategic Plan (PSPTN) which aims to transform higher education in the context of Malaysia as a hub of excellence for higher education. The main emphasis of the practice is devoted to strategic planning elements of Islam that are less emphasized in the process of implementation. These elements are seen as a mechanism towards development planning in line with the tenets of Islam. Thus, besides giving two approaches of strategic planning, namely, modern and Islamic views, this article underlines efforts taken by the Ministry to fulfill one of its core plans that is internationalization. Elements of strategic planning is analysed, including the Islamic emphasis on social cost factor which is a challenge to be addressed to improve the Ministry strategic plan approach.
