Abstract

Numerous initiatives by the government to strengthen public servant integrity particularly among academics who serve as the backbone of the education hierarchy. Incidents such as the decline in academic discipline, ethical violations in scholarly writing, supervisory inefficiencies, and challenges in teaching and learning (T&L) highlight these ongoing issues. The Ministry of Higher Education (MOHE) has introduced integrity guidelines for academics across all Malaysian institutions. Nevertheless, the rising prevalence of ethical and integrity-related issues among academics raises questions about the effectiveness of these guidelines. This study aims to develop a comprehensive integrity model to enhance the current academic integrity guidelines in Malaysia. Using a documentary research approach and content analysis, the study proposes a holistic Islamic-based academic integrity model inspired by the integrity practices of classical and contemporary scholars in writing, teaching, and management. The findings are expected to significantly elevate academic integrity in Malaysia while providing a robust foundation for future integrity policies aligned with the government’s Sustainable Development Goal 16 (SDG 16), which emphasizes strengthening integrity at the national level.
